A Request for Proposal (RFP) is used when an agency, such as a city, has a need for goods or services. This request will be sent to a group of potential providers or occasionally posted on notice boards. RFPs are more involved than an Invitation for Bid (IFB) or Request for Quote (RFQ), as more is required in the response. This type of procurement process is often used when an exact solution is not known. The issuing agency may be looking for ideas from candidates as well as quotes for products and services. Winning a contract requires more than just the lowest bid. The proposal must show well thought out development. Information in responses will outline the proposal as well as the terms and conditions of the proposal. For construction work, job stage and full completion dates are also needed.
